It is Emperor Palpatine. A lot of people have noticed that the new Pope bears a strong resemblance from the most evil guy from Return of the Jedi.

Yes he does look like Emperor / Senator Palpatine from the new and classic trilogy. (yes im a sw geek).
its rather unfortunate as he already has an image problem for being a conservative and unswaying in his views on the church this doesn't help his image either. Im sure hes a nice guy just got some bad pr.
