How did you made them?
Rather simple tbh.
Actually it's just 2 photos, 1 of a New York alley scene, other one of the guy.
I applied a quake3 quad damage (people who ever played quake3arena know what Im talking about, if not dont bother :)) effect on by brushing, dodging and erasing bits. The `water` is done by creating a new brush, (www.shiver7.com has a tutorial with a similar effect I think) and brushing.
